I first saw this issue reported on Reddit, and I was able to reproduce it myself: https://www.reddit.com/r/MacOS/comments/1kua0wu/macos_safari_video_playing_issue/
In my testing on an M4 MacBook Pro running macOS 15.5 and Safari 18.5, the delay is closer to one second or a fraction of a second; I'm not seeing two seconds.
Steps to reproduce:
1. Open a video with a lot of talking, such as https://www.youtube.com/watch?v=_WZVHp68i40
2. Frequently pause and unpause the video
I notice brief gaps in the audio in Safari that I don't hear in Chrome or Firefox.
This issue isn't exclusive to YouTube, and I could reproduce it with an ordinary MP4 video, though I don't have a great example offhand.
The bug also happens in Safari Technology Preview 219. I have no idea when it started, but the redditor says over a year.

Thank you for the report! I don't think that I can reproduce on my M3 MacBookPro. I'm using a slightly newer build, but I wouldn't be betting too much on this having been fixed, there's probably some other difference at play.
