Flash plugins within a frame will appear as being on the top layer.

1. Launch epiphany: epiphany -p http://www.netvibes.com
2. Click "No thanks, let me try first"
3. Click "Add content" (top-left), then "Add feed"
4. Add http://soccernet.espn.go.com/rss/news as the feed
5. Click "add" under the thumbnail
6. Click on a news item in the feed, and select "Show website" at the top-right of the window
7. Scroll the frame
8. The Flash banner will move above its frame instead of staying in there

Setting GDK_NATIVE_WINDOWS=1 doesn't make a difference.

This works as expected in Firefox 3.5.
