When the VideoMediaSampleRenderer uses a WebCoreDecompressionSession to decode the CMSampleBuffer we stopped using the AVSampleBufferVideoRendererPowerOptimization's expectMinimumUpcomingSampleBufferPresentationTime
The prevents some power optimisation to be used (such as playing 24fps videos)
