Repro Steps:
- visit https://photoshop.adobe.com/?no_browsercheck=true
- click "Let's go"
- wait for the app to finish loading
- dismiss the tutorial popup
- click the address bar, hit Return

I can reproduce this at least back to Safari 15.0. Sometimes it's only on the second reload-through-address-bar attempt that it reproduces. And having Web Inspector open at the same time seems to make it not reproduce?

Is it expected that we need to process swap here?

If I do `Develop > Empty Caches` before the reload, the problem does not reproduce.
