Created attachment 474075 [details] xcode project Prior to Safari 18.3, open a new tab with `browser.tabs.create({active: false, pinned: true, url: 'https://apple.com'}` would open a new tab, not above the current open page. In Safari 18.3, this new tab is opened over the existing page, even with `active: false`.
