Is site isolation is enabled, snapshotting the PDFPage has to happen in GPUProcess. The WebPage links are stored as link annotations in the PDFPage. This happens through RenderObject::addPDFURLRect() which calls GraphicsContext:: setURLForRect(). RecorderImpl and RemoteDisplayListRecorderProxy need to implement setURLForRect.
