This issue can be bisected to https://commits.webkit.org/285314@main using the command:
run-webkit-tests --release --no-retry --force --iterations=50 http/tests/download/sandboxed-iframe-download-not-allowed.html
You need to git checkout 2d61ca6cdb32 for commit when reproducing the issue.
