<https://wpt.live/scroll-to-text-fragment/resources/application-xml.xml> is loaded in the XML tree viewer mode. https://github.com/WebKit/WebKit/blob/e8b5a96a502af832d998c10ba8a4043acd970a73/Source/WebCore/xml/parser/XMLDocumentParserLibxml2.cpp#L1374 That's the reason why load event isn't dispatched.
