The designated shortcut for "Scroll to Top/Bottom" is Cmd+Up/Down. WebKit shouldn't consume Cmd+Shift+Up/Down and Cmd+Opt+Up/Down events, since these may be designated shortcuts for other actions.

To be clear, Cmd+Shift+Up/Down shouldn't execute the "Scroll To Top/Bottom" action. It is the designated shortcut for "select all" when editing text in a text field, and that should continue to be the case. This bug is specific to web page scrolling.
