REPRODUCIBILITY: 
I was able to bisect the issue using command. 
run-webkit-test 285577@main imported/w3c/web-platform-tests/navigation-api/navigation-methods/return-value/back-204-205-download.html --iterations=10 

DESCRIPTION: 
The 285577@main, reverted 284550@main which touches this test.
