[ews] Make error message more actionable when merge queue rejects a change. Include atleast the link to the buildbot build which has the details of the failure and comments on the PR.
For example in https://github.com/WebKit/WebKit/pull/32224#issuecomment-2293565158 the error message from Merge-queue was confusing, and it isn't obvious where to look for more details. This error message should also have a link to the build containing the details.
