The file Tools/glib/fix-glib-resources-depfile.pl, added in https://github.com/WebKit/WebKit/pull/26786 is missing from WebKitGTK and WPEWebKit release packages, e.g. WebKitGTK 2.45.4. It should be added to the manifest files, as it is needed at compile time for platforms with older versions of Glib.
