Just looking into WebKit vs Blink's code, it seems that we didn't do it.

Is it something we should consider(if any benefit)? [Better alignment with web specification]

Bug 16621 is probably the closest to tracking positive aspects of how the spec differs from WebKit. I still think that "switch the encoding mid-parse" a very bad idea. and that we don't need to implement it.
