The PixelBuffer allocated by the LibWebRTCVPXInternalVideoDecoder is always set to be of video range ([16-235]) kCVPixelFormatType_420YpCbCr8BiPlanarVideoRange or kCVPixelFormatType_420YpCbCr10BiPlanarVideoRange
It is never set to full ([0-255])
