We increased the timeout for s3 upload to 10 minutes in https://github.com/WebKit/WebKit/pull/21545 and then added retries in https://github.com/WebKit/WebKit/pull/21547 

We need to increase s3 presigned url validity duration as well, otherwise by the time we retry the url would have expired.
