That feature was disabled in bug 186663 to reduce flakyness (?)... It is needed for any layout test making use of internals.beginSimulatedMemoryPressure().
WKTR unconditionally sets this env var to disable the feature: WEBKIT_DISABLE_MEMORY_PRESSURE_MONITOR=1
