Update the test information on the website to reflect the current build world (Leopard generates test results, not Tiger), and to explain how to create new test results for checkin when you have added a new layout test.

Looks fine.  We also support Tiger results of course, but Leopard is preferred.  You don't actually need to pass --new-test-results, it will do that automatically.
