When visiting some (relatively simple) pages, Epiphany will allow you to scroll for a short time, then stop scrolling altogether. Cannot scroll by wheel, by scroll bar or by keyboard. Was identified by Epiphany developers as a WebKitGTK issue.

Could this be the same problem as bug #260073, or do you think it's different?

I confirm this is the same problem. When I encountered a no-scrolling page, I changed to a different tab and back again, and saw that it did indeed scrolled, just didn't render.
