To reproduce:
1. Go to https://registry.khronos.org/vulkan/specs/1.3-extensions/html/vkspec.html#devsandqueues-devices
2. Wait for the spec to load (it takes a while)
Expected result:
Once it loads, the page jumps to section 5.2, Devices and Queues / Devices
Actual result:
The page stays at the top

I couldn't reproduce this with Safari on macOS Sonoma beta, jumped to section 5.2 on three out of three attempts.

Hmm now it works fine for me too
Well if it happens again I'll see if I can get better reproduction instructions

They seem to fail on first load when the page has a long delay with a "loading" indicator.

I got my better reproduction steps:
Step 1: Go to macOS system preferences and in the appearance tab, set show scrollbars to "always" (or "automatically based on mouse or trackpad" and plug in an external mouse).
Step 2: Follow the original reproduction steps
