As per https://wpt.fyi/results/webcodecs/videoFrame-construction.window.html, we have two issues.
First, we have https://bugs.webkit.org/show_bug.cgi?id=257527.
Second, we do not have any way to get the video frame (or paint to canvas) from the SVG image element.
For now, we will update the WPT test to validate that video frame can be created from SVG image element with the correct timestamp.
