I don't think this is a bug. In contract, I think wrapping lines for "white-space: pre; word-wrap: break-word" is incorrect according to the CSS3 spec. Bug filed: https://bugs.webkit.org/show_bug.cgi?id=38222

I am not able to reproduce this issue using Safari 15.6.1 and Safari Technology Preview 152 and it matches with all other browsers (Chrome Canary 107 and Firefox Nightly 106), which also don't wrap both of these test cases. Since all browsers agree, I am going to mark this as "RESOLVED CONFIGURATION CHANGED". If all browsers are wrong or this is reproducible, please reopen this bug. Thanks!
