When I try to download the file PolicyKit.conf from the attachment on http://groups.google.com/group/linux.debian.bugs.dist/browse_thread/thread/fdc855a7fb6ac93e/37ab75549f17218c?#37ab75549f17218c with Midori, it downloads some HTML content but not the actual file.
Using Midori from GIT and Webkit SVN r43155.
The actual download link is http://groups.google.com/group/linux.debian.bugs.dist/attach/37ab75549f17218c/PolicyKit.conf?part=3
It seems the server sends a 301.

Sorry for the duplicate report. Must have been some reload-issue.
