Commit-Queue is most often used for reverts these days. We should prioritize Commit-Queue ovrer Merge-Queue so that reverts land faster.

It seems like this prioritization isn't working as expected. Noticed today the Merge-Queue buildrequests kept getting processed, but Commit-Queue buildrequest (for a revert) kept waiting.
