https://bugs.webkit.org/show_bug.cgi?id=247489 added a class to consume results.webkit.org data to determine whether or not a layout test failure is "expected" or not based on data from post-commit test runs. We should add a step to EWS to check if test failures found on pull requests are pre-existing or new to avoid spending more time on retries / rebuilds.
