After brining up our OpenSource Ventura testing infrastructure we noticed that all layout-tests that are run automatically timeout.

This MIGHT be a code signing issue. I'm not 100% certain. But In a lot of the logs I am seeing examples like this:
"CFBundleSignature"="????"
I'm not certain if this is an invalid code signature, but if it is that might be the cause here.
