The timeout appears to be most easily reproduced on an arm64 machine and downloading the release build similarly to the bots.
I'm not able to bisect the issue to a specific regression point. It appears this has been flakily failing since introduced according to history.
The timeout is reproducible running command:
run-api-tests TestWebKitAPI.CloseWebViewDuringEnterFullscreen.ElementFullscreen --iterations=100
