Previously, once somebody without commit access got their patch r+'d, they could mark it cq? to signify they want somebody with commit access to cq+ their patch.
There isn't a good way to do this in GitHub other than pinging reviewers. There might be a nicer way to do this, "merge-queue-requested" maybe?

We added a `request-merge-queue` label in GitHub a while back that should satisfy this request.
