MiniBrowser is sufficiently useful that we should build it by default. All or most distros want it, as do WebKit devs. It's easy to turn off by passing -DENABLE_MINIBROWSER=OFF if desired.
I'll leave it off for WPE, since it takes up space on embedded systems. No strong opinion on what default would be best there.
