http/tests/media/video-webm-stall.html

Is a constant text failure on Monterey since it was introduced, and fix r 286501 appears to have failed.

FYI, the fix in r286501 tracks one particular cause of this test failure which started after r285477.

Confirmed, bug was not reproducible at Monterey Production TOT, will there also be a fix for previous Monterey release which the bots are running on, or should an expectation be made until they are updated?

Setting expectations while this is being resolved.

I can't reproduce the issue on Monterey internal.

This relies on CoreMedia framework being of the right version and for the application to be signed.

So getting this working is outside the control of media.
