Timeout was reproduced at Monterey Debug TOT using the following test:
run-api-tests TestWebKitAPI.IPCTestingAPI.CanReceiveSharedMemory

Timeout was also reproduced at r289580 but not r289579.

Changes in r289580 likely caused this timeout.
