The issue happens both on Chrome and Edge browsers, when accessing chrome://inspect or edge://inspect it takes at least 8-10 seconds before the ADB connected devices get listed even though running `adb devices` shows them right away in the cmd.
Repro Steps:
1. Open Chrome/Edge on Windows 11 Home/Pro edition
2. Go to chrome://inspect or edge://inspect
3. Connect an android device with USB Debugging Mode turned ON
4. It takes at least 8-10 seconds to see the connected device at //inspect

WebKit hasn't had anything to do with Chrome since 2013 (and never has with Edge); I suggest you go and file this bug against the Chromium project where they might be able to assist you further.
