git-webkit land shouldn't trigger EWS again. Currently, it does trigger EWS again. For example I used 'git-webkit land' to land PR 94, and it triggered EWS again in https://ews-build.webkit-uat.org/#/builders/9/builds/2356 Previously, EWS run on this PR in https://ews-build.webkit-uat.org/#/builders/9/builds/2346
