Currently 'git webkit pr' creates extra branches by default without asking the user (for example if I am on eng/123 branch, it creates a new eng/123-1 branch). It shouldn't create extra branches by default. If we need to do that, let's figure out the best UX to communicate that to users.

Renaming this bug to cover append vs overwrite as well, since that setting is closely related to history.
