To reproduce: open the URL and position the mouse pointer over the text. Use the mouse wheel to scroll down. Expected result: the overflow area should scroll. Actual result: the page scrolls until the text is no longer under the mouse, then the overflow area begins to scroll. Regression: apparently caused by r40180.

I have a fix for this. I can't really make a test for this since wheel scrolling is variable depending on machine.
