We're failing because we're transitioning from 13px to 20px instead of 10px to 20px for the font-size on :root.

Reduction

I've reduced the issue to the attached file which shows that WebKit is the only engine that yields a transition because it appears to have an underlying style applied before the :root selector is resolved.
