Favicons fail to load (and don't even show up on the activity monitor requests) when the URL contains accented characters.
http://cupa.com.mx/Secciones/Música does not show the favicon
while
http://dev.cupa.com.mx/Secciones/Radio does
Not an Apache issue (checked already with FF).

We have only one copy on Wayback Archive but it loads in 'iframe' so it will not show website `favicon` but of Wayback Archive.
While original website don't exist anymore, so it is not possible to test whether this issue exist now or not using this test case / website.
I think I am going to mark this as 'RESOLVED CONFIGURATION CHANGED', since if we have any similar issue, we would have newer bug report with reproducible test case (if not - we might have live website to reproduce the bug).
