Looks like some weird thing is happening.
While https://bugs.webkit.org/show_bug.cgi?id=231104 's EWS is green, it seems that ICU related failure is happening in EWS JSC bot right now.
Is EWS JSC bot updated recently? But anyway, I'll land this right now to attempt to fix these issues. And this patch is necessary to fix some part of the issue.
