Reproduced results on r281553 using run-webkit-tests --debug -f --force --iterations 1000 --exit-after-n-failures 1 --clobber-old-results http/tests/loading/preload-img-test.html.

It seems quite unrelated to that change.
The history shows it failing as far back as https://trac.webkit.org/changeset/280511/webkit
