This is a website running the NetShare software created by Intellicommunities (www.intellicommunities.com). WebKit has a problem rendering the site's pages correctly. The horizontal toolbar on the top of each webpage is not rendered correctly. The text from the toolbar runs vertically on the left side of the page, completely covering the page's content. All the text's links are un-clickable and thus users are unable to navigate the website. This issue occurs in both Safari and Google Chrome, which brings me to believe it's a problem with WebKit. Internet Explorer, Firefox, and Opera all render the site correctly.
These types of "NetShare" websites do require logins, however you can create a guest account if you wish to go in and see the bug in action.
