Clicking an HTMLLinkElement should not trigger a navigation because HTMLLinkElement has no activation behavior as per the HTML specification:
- https://html.spec.whatwg.org/multipage/semantics.html#htmllinkelement

Firefox and Chrome follow the specification here.
