After a fresh local build, it takes multiple minutes for run-api-tests to run with default settings and the vast majority of that time is spent in a build check. I propose we flip the default to not do a build check by default but allow it with a flag.

The proposed solution degrades user experience, have we looked into solving the problem of build check being slow at all? Seems almost certain that it can be instantaneous.
