The keyboard shortcut for the "Reload Page" menu item is only recognized when the address bar or search box are in focus (i.e. selected). The current version of Safari 3.2.1 doesn't exhibit this behavior (the reload page keyboard shortcut is recognized even if a UI text box does not have focus).
