When the css animations is used for the circle the performance is slow and missing the frames. This is not observer when the animation is on svgs.

I expect we don't support accelerated animations of SVG elements whereas we do for the <svg> element since it is treated as another HTML would in terms of rendering.

Indeed, we don't. However I'm hopeful that after bug 90738, we will.
