From Gmail is where I notice this, but Command Click still does not open the link in new tab, instead it opens a new window. Right Click >> Open in New Tab still works.

We don't have reduction and it seems to be 'page navigation' or 'frame opening' or could be 'Safari' layer issue, so without details, it would be difficult to reproduce in 2024.
Since it was never confirmed, I am marking this as 'RESOLVED WONTFIX'.
