[ BigSur wk2 arm64 ] webrtc/captureCanvas-webrtc.html is a flakey timeout

The following webRTC tests are flakey timeouts on macOS BigSur on Apple Silicon Macs only:

webrtc/captureCanvas-webrtc.html 
webrtc/disable-encryption.html

These two tests seem to share the same timeout history. While flakey, they seem to timeout at the same points, and have been since these tests started running on Apple Silicon Macs. 

Both tests have the same Timeout Diff:

#PID UNRESPONSIVE - WebKitTestRunner (pid 71342)
FAIL: Timed out waiting for notifyDone to be called

"webrtc/disable-encryption.html" is actually in another bug, so this bug will only be about "webrtc/captureCanvas-webrtc.html"

This test is only timing out on Apple Silicon Macs, and as such I cannot reproduce the failures because I don't have access to an Apple Silicon Mac. 

I have updated the test expectation to Pass Timeout here:

I have also related the separate bug that covers the "webrtc/disable-encryption.html" test to this bug because they may be related.
