In any webpage (you can try it here, in this bug report), if you edit the URL to add a hash (for example: `#footer`) and press Enter, the whole page is reloaded. This won't happen in Chrome and Firefox (they'll just scroll to that anchor link, if any).
Funny thing is that if you open the devtools and repeat the same thing, the page won't refresh - it'll act like Chrome and Firefox. So the behavior is different depending if you do it with the devtools opened or closed.
Tested in Safari 14 and Safari TP.
