Obligatory: this is not an April Fools joke.
On Safari Technology Preview Release 123 (I checked Release 122–it works fine there), running on macOS Big Sur 11.3 Beta (20E5224a), when I adjust the playback rate of <video> elements the audio becomes pitch shifted, so people in sped-up video sound like they're characters from Alvin and the Chipmunks (and when slowed down their voices are comically deep). I can reproduce this on pretty much every video element other than YouTube for some reason.
