I just ran cygwin-downloader on a VirtualPC image that had never had Cygwin installed, and many required packages did not get installed. I suspect there was a change to the Cygwin installer (setup.exe) that has broken this.

We haven't had any reports of this in a long time, so presumably it is no longer happening.
