A screen recording of the scrolling issue described in the bug

I wasn't able to find a duplicate of this anywhere, so I'm submitting a new bug. 

I've noticed this behavior on a few websites that seem to all work in other engines/browsers but I believe I've narrowed down the issue. 

In most browsers, elements can be set to overflow: auto; and allow scrolling without manually specifying a height. I've attached a video example of what I'm describing as seen in a web app for the bug-reporting tool Bugherd. In most browsers, the vertical list of issues can scroll but in Safari (TP and standard) it won't scroll until a height is specified. 

I was able to reproduce this in a few other websites but this was the easiest to record and share. 

Is this expected behavior?

It's actually on a few but in my testing, they are all services behind logins. 

I was able to see in the issue list on a Bugherd project. There are actually some other things that seem to be going on here too that are specific to Safari. I added an attachment today that shows this layout in Safari next to Firefox and Chrome.

The other two are services used by my school.
