Each time I go to the site and click "Offline," Remember The Milk asks to install Google Gears. If I click the install button, I get a pop up the says I can now enable Remember The Milk in Google Gears. However, if I check the Google Gear settings, Remember The Milk isn't listed. This functionality does work as expected in Safari.

This sounds much more likely to be a Google Gears issue than a WebKit issue, especially given the way in which it attempts to hook itself into Safari. You should file a bug report against Gears instead. Feel free to reopen this if there is some evidence that WebKit is at fault.
